The move contravened US law on international adoptions as well as the terms of a "humanitarian parole" that was issued by the US government on Jan 18, the day the children were evacuated, in order to fast-track existing adoption cases.
Those terms stated that only children that had been matched with parents in the US should be allowed to leave Haiti, amid fears that traffickers could exploit the confusion and turmoil of a disaster zone after similar incidents in countries affected by the 2004 tsunami in Asia.'
