Paul McKeever, the head of the Police Federation of England and Wales, which represents 140,000 frontline officers, also expresses amazement that judges rarely impose the maximum four-year jail sentence for carrying a blade.
In his first full interview since he took on the job in May, Mr McKeever told The Sunday Telegraph he wants to see it made easier for normal stop and search rules to be relaxed at times when trouble is brewing, so that officers on the street can stop and search without the usual "reasonable suspicion".
At present, any move to relax the rules, under Section 60 of the Criminal Justice and Public Order Act, must be approved by an inspector. Mr McKeevor called for sergeants, a more junor rank, to be given power to authorise such a move.
He said: "It is very difficult to stop and search someone if you think they are in possession of a knife. Stop and search is our primary weapon against knife crime and it's something we have to be able to use freely."
