Orwellian UK Stop And Searches Up 66%

The number of people and vehicles stopped and searched in England and Wales under controversial counter-terrorism laws soared by two thirds in a year, according to figures published today.

In spite of the jump in stop and searches hardly any resulted in a charge or even an arrest.

Almost 95 per cent of searches were carried out by officers in London, where there was an 83 per cent increase in 2008/9, the Home Office figures show.

The number of stop and searches for other suspected offences rose by 10 per cent to 1.1 million — the second year in a row that it has topped the million mark.'

Unlawful Anti-Terror Powers Planned For Use During 2012 Olympics

Police are planning to use an anti-terror law deemed unlawful by the European Court of Human Rights across the country during the London Olympics, The Times has learnt.

Senior officers are considering using Section 44 of the Terrorism Act 2000 at every Underground and railway station nationwide.

Privacy campaigners criticised the proposal yesterday. The powers would enable police to stop and search members of the public without any suspicion that they were involved in terrorism.

The Times understands that this would be the first time that the powers would have been used across such a wide area. Police said that Section 44, which must be granted by the Home Secretary for a designated area, would be used only in the event of an escalated terror threat. Officers are being trained to use behavioural profiling to spot suspicious characters during stop- and-search operations.'

Stop and Search For Children Who Were 'Sledging Downhill'

For just as they were about to begin a long slide down the slope, they were beckoned by two police community support officers.

The boys were asked why they were not in school and then quizzed about damage to a nearby fence.

They politely told the officers they knew nothing about the fence, but instead of simply being allowed to carry on playing they were given an official ‘stop and search’ form which they had to sign themselves.

‘Sledging downhill’ was given as the ‘grounds for intervention’ on Monday.

Their parents have now been told the youngsters’ details will now go on a police database.'

Police to Severely Curtail Use of Stop and Search Powers

Police have bowed to mounting opposition and are to significantly reduce their use of controversial terrorism powers that allow them to stop and search people without reasonable suspicion, the Guardian has learned.

Stop and search is one of the most draconian powers employed by police in the war on terror and a constable's right to use it will be severely curtailed under plans unveiled today. In a document seen by the Guardian, senior officers admit that the hundreds of thousands of stops carried out under the power had damaged community relations and reversed "fundamental" principles of civil rights.

Police Accused of Abusing Powers as Anti-terrorism Stop and Searches Treble

Officers were last night accused of abusing their powers after it emerged just one per cent of around 124,000 "suspects" targeted in 2007/08 were arrested - and only a fraction of those were for terrorism related offences.

Nearly 90 per cent of the searches were carried out in London by the Metropolitan Police, which saw a 266 per cent increase, with the aftermath of the attempted nightclub bombing in the Haymarket in the summer of 2007 blamed for the rise.

Brown In Knife Crime Spin Row

Gordon Brown has been rebuked by the statistics watchdog for his "irregular and selective" use of knife crime figures.

Sir Michael Scholar, head of the UK Statistics Authority, protested that figures put out on Thursday had not been checked and warned that putting them out prematurely was "corrosive of public trust".

Both the Prime Minister and Jacqui Smith, the Home Secretary, trumpeted a report apparently showing stabbings had fallen by a quarter in areas where police stepped up searches of young people.

Police Federation wants Police To Have Stop and Search Powers Without 'Reasonable Suspicion'

Paul McKeever, the head of the Police Federation of England and Wales, which represents 140,000 frontline officers, also expresses amazement that judges rarely impose the maximum four-year jail sentence for carrying a blade.
In his first full interview since he took on the job in May, Mr McKeever told The Sunday Telegraph he wants to see it made easier for normal stop and search rules to be relaxed at times when trouble is brewing, so that officers on the street can stop and search without the usual "reasonable suspicion".
At present, any move to relax the rules, under Section 60 of the Criminal Justice and Public Order Act, must be approved by an inspector. Mr McKeevor called for sergeants, a more junor rank, to be given power to authorise such a move.
He said: "It is very difficult to stop and search someone if you think they are in possession of a knife. Stop and search is our primary weapon against knife crime and it's something we have to be able to use freely."
