British weapons inspector Dr. David Kelly was writing an expose about his work with anthrax and his warnings that Iraq possessed no weapons of mass destruction at the time of his death in July 2003, according to a report published in a British newspaper.
Kelly’s death — said to have been a suicide — has stirred controversy, as it came on the heels of testimony to the House of Commons about a memo which purported that Britain had "sexed up" a dossier on Iraq’s alleged weapons of mass destruction. A Parliamentary inquiry ruled that the death had been suicide, though it also included testimony from a former British ambassador who quotes Kelly as having said, "I will probably be found dead in the woods" if Iraq were invaded.

Inquiry Agreed Into Alleged Torture of Iraqis by UK Soldiers
An independent inquiry is to be held into allegations that British soldiers mutilated and murdered civilians in Iraq – and the government has been forced to admit that key documents had not been disclosed.
In a letter read out in court today, the defence secretary, Bob Ainsworth, said he "profoundly regrets" the failures to disclose relevant documents. Though he denied the allegations, he said he was now prepared to set up an inquiry under European human rights convention articles enshrining the right to life and prohibiting torture, or inhuman or degrading treatment.
The government made the concession after documents, which contradict claims made on oath by officials, were belatedly disclosed to the high court.
They reveal that ministers, possibly including Tony Blair, knew much more about the incident than they have admitted.

Michael O'Leary, the chief executive, has already held talks with US plane manufacturer Boeing about designing an aircraft with standing room.
He is now seeking approval from the Irish Aviation Authority before ordering a new fleet of carriers, according to The Sun.
A Ryanair spokesman told the newspaper: "If they approve it, we'll be doing it."
Mr O'Leary is reported to have got the idea from the Chinese airline Spring, which has put forward similar plans. It estimates space could be made for up to 50 per cent more passengers and costs could be cut by 20 per cent.
It is not the first time Ryanair has come up with a controversial proposal for cutting costs. Earlier this year Mr O'Leary suggested passengers could be charged £1 to use the on-board lavatories.
In an interview on BBC television he said that the low-cost airline was looking at the possibility of installing a coin slot on the lavatory door so that "people might actually have to spend a pound to spend a penny."
Mr O'Leary also considered introducing a "fat tax" for overweight passengers.

The bargains on the royal portfolio include: The sale of the Crown Estate freehold of Andrew’s former marital home, Sunninghill Park, for £12,265 in August 2003. The property was subsequently sold by Andrew for £15m and now lies abandoned. A 75-year lease on Royal Lodge, the Queen Mother’s former home in Windsor Great Park, for £1m. Princesses Beatrice and Eugenie can inherit the lease on the 30-room mansion and live there rent-free until 2078. A 150-year lease for Prince Edward on Bagshot Park for £5m. Property agents say the imposing mansion would have fetched up to £30m on the open market.

Until now it was thought that Mervyn King, governor of the Bank of England, had Britain’s largest public sector pension. His pension pot is valued at £5.7m, paying a retirement income of £198,613 a year.

The Crown Prosecution Service is telling police officers to use Wikipedia to prepare for court cases.
Mike Finn, an expert witness on martial arts and weapons, told the Police Review he was involved in a case in the Midlands and asked to prepare a report on a weapon.
According to the Telegraph, Finn said: "The material they gave me had been printed out from Wikipedia.
"The officer in charge told me he was advised by the CPS to use the website to find out about the weapon and he was about to present it in court.
"I looked at the information and some of it had substance and some of it was completely made up."
Finn said he had heard of at least three other cases were police were told by the CPS to get onto Wikipedia. He added: "When an organisation like the CPS tells you to look at Wikipedia, you might believe it is some kind of authority. It is unsettling that potentially unsafe and inaccurate evidence could be presented in court."

I and my companion were released after a few hours of what they called “examination” and we did talk to lawyers and there was a bit of comedy value to the whole farce so it was not all bad BUT they can stop and question ANYONE they want so be prepared all who wish to enter the UK whatever your beliefs are, whatever your activism entails.

The purpose of such a strategy – known as the Retrofit for Energy and Environmental Performance (REEP) – would be to “facilitate” the retrofitting of existing buildings nationwide.

This has become an emerging theme among both the White House and House leadership: that progressive members of Congress have an obligation to carry out "the wishes of the President" even when they disagree (now, apparently, it's "stunning" when they defy his dictates). That was the same subservient mentality that led House Democrats who admitted they opposed the war supplemental spending and/or the foreign bank bailout to nonetheless vote for the bill: because they President favored it. Setback for Tony Blair's Ambition to be President of Europe
Tony Blair's ambition to become Europe's first president have been set back by stiffening opposition from Sweden and Spain, the two countries chairing the EU for the next year.
Senior officials in Stockholm, which assumed the six-month rotating presidency of the EU today, said they feared a President Blair would be a divisive figure, triggering friction between small and large European countries, and added that José Luis RodrÃguez Zapatero, the Spanish prime minister, was even more strongly opposed to Blair securing the post and usurping Madrid's running of the union next year.
The decision to appoint a new sitting European president, for a maximum of five years, is to be taken before the end of the year if Ireland votes yes in October in a referendum on the Lisbon treaty streamlining the way the EU is run and also creating the new post.

German Court Halts Ratification of Lisbon Treaty
The EU’s Lisbon Treaty may not be ratified in Germany until legislation has been put in place to safeguard national parliamentary powers, the country’s top court ruled on Tuesday.
In a keenly-awaited decision, the Federal Constitutional Court said the document “may not be adopted until the sufficient legal groundwork for parliamentary participation as foreseen in the constitution has been laid.”
“If one wanted to summarise this result, one could say: the constitution says ‘yes’ to the Lisbon Treaty but demands that parliament’s right to participation be strengthened at the national level,” the court said.
“The court is confident that the last barrier for adopting the ratification document will be cleared.”

Last Friday, the Encintas station of the San Diego County Sheriff’s Department wrote another chapter in the annals of law enforcement overkill by dispatching an eight-man force, augmented by a helicopter, to deal with a spurious noise complaint prompted by a congressional fund-raising party in nearby Cardiff.
According to guests, the reception for candidate Francine Busby — which attracted about thirty people, most of them comfortably into middle age and none of them particularly boisterous by nature — was interrupted by “a vulgar person shouting obscenities from behind the bushes.”
Someone, most likely the heckler in question, called in a noise complaint. The Sheriff’s Office dispatched the large force under the command of Deputy Marshall Abbott, who has been with the force for about two years and, as we’ll see, displays the perverse eagerness to escalate a confrontation that is a persistent trait among younger law enforcement personnel.

This pretty much has us covered in terms of political strategy… but what about financial issues? Everyone knows Congress has no clue how to allocate capital. And the Executive Branch doesn’t exactly have a great track record when it comes to financial matters either (we’ve run a deficit virtually every year since 1970).
Shouldn’t we have a Financial Branch of government? A group of fiscal experts entirely devoted to keeping the US’s fiscal house in order?
Well, we actually do, but instead of installing a branch of smart, genuine financiers interested in benefiting the American people, we installed a bunch of greedy crooks intent on stealing as much of the public’s money as possible with no consequences what so ever.
