Hello all …
You may remember a Newsletter in March this year headed ‘Is the Meter Maid Coming Into Your Home?’ If not, you can find it in the Newsletter archive at Davidicke.com. I also highlighted the information in that article in my presentations to both the media and the public at the Big Brother by-election in July.
I explained how I had received a letter from a UK traffic warden who reads my books and had become extremely alarmed and bewildered by information he had been given in the course of his job, which involved issuing fines to motorists for illegal parking. (Women who do the same job became known as ‘Meter Maids’ after a Beatles song about ‘Lovely Rita, Meter Maid’.)
Here is a summary of what appeared in that Newsletter of six months ago before I put it into the context of what has happened this week:
The man who wrote to me, I will call him ‘Andy’, has been a traffic warden for some two decades and his job has always been focussed on issues relating to traffic and parking law - nothing else - because that is all that traffic wardens were supposed to be involved with.
All was well, he said, until about five years ago when changes in management brought a whole new change of emphasis. Suddenly, it was no longer about keeping the traffic moving efficiently; it was all about issuing as many parking tickets as possible to increase dramatically the money taken from motorists in fines. Andy said that many wardens left in protest with comments like ‘The heart has been ripped out of this job’ and ‘We are now managed by robots’.
In his letter to me, Andy described how he had been asked to see his office manager for a ‘quiet word’, during which he was given three cards for himself and his colleagues:
* The first card dealt with his work on parking issues. Fair enough, that’s his job, but the other two left him confused and increasingly concerned at what was going on.
* Card number two was a ‘Pace’ card, which is short for ‘Police Action and Court Evidence, with the words that police officers have to say in law when they are arresting someone:
‘You do not have to say anything, but it may harm your defence if you do not mention when questioned something which you later rely on in court. Anything you do say may be given in evidence.’
Traffic wardens have no need whatsoever to know this police caution text because they are not in a position where they would - or can at present - use it. Only the police and some other government law enforcement officers have this power of arrest.
* The third card authorised Andy and his colleagues to act on behalf of the local council for the enforcement of various statutory provisions - ‘including entering and inspecting premises’.
Excuse me? What on earth has entering and inspecting premises and the words said during a police arrest got to do with people who simply issue tickets to motorists illegally parked??
This was the question Andy put to his bosses when the cards were issued, but he was told that they had been ordered to distribute the cards and Andy should just keep them safe until he was told to use them.
Some time later, Andy met a police officer he knew from some years before. After a general chat among other wardens, the officer pulled Andy aside and said he wanted to speak in private.
The officer said that Andy should not breathe a word of what he was about to tell him, and he was only telling him the information because he was an old friend.
He said that for months he had been on ‘special duties’ coordinating a top secret operation, meeting with ‘top brass’ from the police and national and local government.
This was happening all over the country, he said, and certain officers had been chosen - or were having to do - what he was doing.
The officer asked for another promise from Andy not to reveal details of the conversation before saying that the government was preparing for what he was about to reveal ‘well, well, in advance’. They were expecting ...
‘... a war, a lot of riots, a lot of very big trouble.’
The officer said that he understood that Andy and his colleagues had been given a number of cards, one with the Pace caution and one giving permission to enter various premises.
‘Let’s just say, I know, now, the reason you have been given them is because when all of this happens, and it will, we [the police] will be on the front line with the armed forces and people in your kind of jobs ... parking wardens, security officers, CCTV operatives and so on will be required to do our job.’
‘You must be joking, that’s crazy’, Andy replied.
‘I’m not joking’, the officer said, ‘this is on the level. I am just putting you wise to what will happen, but the main thing is please don’t tell anyone.’
So here was a police officer, on the inside of this covert operation, saying that there was going to be a war and that the expected mass protests were going to be dealt with by the police and the military while the normal police work was going to be done by traffic wardens, private security guards, CCTV operatives and so on.
‘Andy’, the traffic warden, contacted me in March to tell me the story, but his conversation with the police officer happened some months earlier. So this ‘war’ and the preparations to meet the public response have been in the planning a long time.
A few days after I received Andy’s letter and saw the cards he was talking about, the government announced that traffic wardens were going to be renamed ‘civil enforcement officers’ and their powers increased and expanded to include some of the tasks normally done by the police.
Now, this week, the government has revealed plans to ‘accredit’ a whole list of ‘civilians’ to do police work and these include … security guards, council officials, car park attendants, store detectives, park wardens, even stewards at sporting events.
This is exactly what the police officer described to Andy the best part of a year ago. Two things to stress here:
1.) This is not just about the UK. Yes, in so many ways Britain is at the forefront of the rapidly unfolding Orwellian State, but what you see here is a blueprint for everywhere.
2.) The police powers being given to these people today are nothing compared with the powers they will be given when ‘the war’ breaks out.

There are already 1,400 of these Orwellian-entitled ‘Accredited Persons’ under the ‘Community Safety Accreditation Scheme’ and now the numbers are going to explode. All they have to do is pay, or have their employers pay, a small fee for their next-to-no training and next-to-no background checks and off they can go onto the streets where they can stop vehicles, issue fines, take photographs of people, patrol with dogs, confiscate property and demand names and addresses.
It has reached the point where people who drop litter, no matter how minor, are being photographed when they refuse to give their names to these agents of the State and their picture printed in the local paper like a wanted poster.
For the moment ‘Accredited Persons’ will wear badges on their current uniforms, but the government plans eventually to have them all in special uniforms (in time for the war, no doubt, and black shirts would be most appropriate). They will join the former traffic wardens, now the Orwellian-entitled Civil Enforcement Officers, and the so-called ‘Special Constables’ who also do police work without the same level of training.
Together, with yet more classic Orwellian language, this little lot are being called by the government ‘the extended police family’. ‘Family’, see; sounds cuddly and non-threatening to obscure the reality of what it really represents.
They are far more accurately being dubbed ‘Jacqui Smith’s Secret Police’ or ‘Smith’s Stasi’ after the notorious East German Stasi secret police and the British Home Secretary who is officially behind the policy, but, of course, isn’t in truth.
As I have been stressing all these years, the few can’t control the many unless the many control each other and that is what this is all about - to get people from the masses to control the masses.
Every dictatorship and tyranny from Hitler to Stalin to Mugabe to any other you can name has imposed its will on the people through inadequate idiots from within the people. And there is never a shortage of takers anywhere in the world, which is why there can be so many tyrannical regimes.
What kind of mentality will want to take up the government’s offer to become an ‘Accredited Person’ and a member of the ‘British Secret Police’? The very people who should not be allowed within a million miles of any position that involves power over others.
They will be the bullies and the mentally and emotionally insecure who seek power over others to feed their sense of self when what they really need is a good therapist; they will be the robots for whom the rule book is their brain and they will be the masochists who will use the job to feed their fetish for domination and control.
And, of course, the Shadow People behind the useful idiots like the above Jacqui Smith know exactly what sort of personalities the job will attract. That’s the idea, to set loose on the people the most emotionally-retarded expressions of the people; to turn neighbour against neighbour, family against family. It’s called divide and rule.
I live on a small Island with only 140,000 people and yet I have seen a dramatic increase in uniforms and luminous jackets this past seven years as the number of council enforcers has constantly expanded. When I see the mentality of these people, some with no observable evidence of neuron activity, it beggars belief that they are now being offered ever more powers to inflict themselves on other peoples’ lives.
But, this is the irony. They actually have no power themselves at all. The uniform or the badge has the power, not them. When they take off the uniform or leave the job they leave their ‘power’ behind because they never had it in the first place – the uniform did.
And the uniform is what? An extension of the State. That’s all these people are – extensions of the State, which, in turn, is an extension of the Shadow People manipulating the direction of human society.
What they should be called are ‘Accredited Pawns’. If they were, how many takers would there be then? Next to none, so those who are emotionally sick enough to desire power over others must go on deluding themselves that they have power when they have none. Pathetic pawns is all they are, though few of them will ever see it – the ‘cognitive dissonance’ I wrote about last week will make sure of that.
Without such people the few simply cannot control the many. They are the enforcers of State power, which is the enforcer of Shadow People power, and now those in the shadows are making their final plays in their long-planned goal of global domination.
The ‘Accredited Person’ scam is also designed to bring into the realm of public control the endless ‘private security firms’ who, when you dig deep enough, so often turn out to be owned by the same people who own the governments. These private companies are being encouraged by the government to get involved with this ‘Accredited Persons’ scheme to ‘boost their profile’. Oh, I think the motivation goes just a touch further than that.
There are the official armies and the private armies and given that both are controlled ultimately by the same force they form, in fact, one army, the army of the Shadow People.
So here we are, and I can’t say it too often or loudly enough, at the crossroads for human society. What I have been warning about for so long is now daily experience and yet still the vast majority call for the sand and the bucket.
At the Big Brother by-election media conference in July I told the ‘journalists’ the story of the traffic warden and what his police officer friend said was going to happen. This week it happened and yet my phone has not rung with a single journalist asking for more information.
Irony, of ironies, a newspaper that broke the ‘Accredited Persons’ story was the London Daily Mail and in the audience at my by-election media conference last month was a Daily Mail ‘star’ called Quentin Letts. He wrote at the time that what I had said about Big Brother, including, therefore, the traffic warden’s tale, was ‘nonsense, of course’.
So much nonsense, in fact, that this week confirmation of its validity was blazed across the front page of his own newspaper.
Once again, as with the Big Brother by-election and the truly useless ‘civil rights’ group, Liberty, the media blamed the ‘authoritarian Labour government’ for the introduction of Orwell’s Britain - not able, or not willing, to see that we are looking at Global Big Brother and the ‘Labour government’ is just a servile cog in its machine.
When the ‘opposition’ Conservative Party come to ‘power’ they will simply continue the expansion of the Big Brother society, not least because they are now, through organisations like the Henry Jackson Society, an arm of the Neocon network in the United States, which has been the puppeteer behind Bush these last eight years and before.
But ‘It’s the Labour government’ provides the diversion to camouflage Global Big Brother.
For the last nearly two decades I have felt like someone watching a road traffic accident in slow motion. You can see the outcome, but the guy about to cross the road in front of the truck is laughing at you and saying of your warning: ‘It’s nonsense, of course’.
There is only one thing left to happen in what the police officer told ‘Andy’ and that is the war that he said all this was leading to. It is the war I have long warned is planned to create the global turmoil and catastrophe designed to justify a world government and army to ‘stop such a war ever happening again’.
But, naturally, those who are behind the war will be behind the creation of a fascist world government and army ‘to stop such a war happening again’ – Problem-Reaction-Solution.
What is happening with regard to the United States, NATO and Russia in Georgia and the ongoing manufactured dispute with Iran are all part of the build-up to the engineered conflict that will also involve China at some point. I am not saying it will happen tomorrow, but nor do I say it is a long time away.
What is for sure is that as you see the British secret police network, sorry ‘extended police family’, getting ever larger with ever more powers, the ever-closer we will be to the war and thus the public response that these manipulations are designed to quell.
How much longer before we ‘get’ it? How much longer before we ‘get’ it and then do something about it? How much longer before we have a mass campaign of non-violent, non-cooperation that will show where the real power lies – with ourselves?
We can only be enslaved with OUR cooperation and we need to stop cooperating NOW.
But what if we don’t act and instead do nothing?

Downturn in Economy 'Will Fuel Surge in Crime'

The UK's economic downturn will result in more crime and illegal immigration, along with a rise in extremism, according to a leaked Government document.
The Home Office is due to deliver the stark assessment to Prime Minister Gordon Brown amid fears that Britain is heading for recession.
The briefing, which sets out the potential for an increase in violent offences due to the credit crunch and soaring food prices, also suggests terrorism could be fanned.

American supporters of Israel were delighted to learn that an Israeli company, Magal Security Systems-owned in part by the government of Israel-is in charge of security for the most sensitive nuclear power and weapons storage facilities in the United States.
The largest perimeter security company in the world, Magal started out as a division of Israeli Aircraft Industries (IAI)-which was owned in part by the government of Israel. In recent years, however, Magal evolved into a publicly-traded company, although IAI (and thus the government of Israel) still holds a substantial share in the highly successful firm.
What all of this means is that the government of Israel will actually have control over the security of America's nuclear weapons.
Supporters of Israel say that this is a splendid idea, since Israel is said to be perhaps America's closest ally on the face of the planet. However, there are some critics who question the propriety of America's super-sensitive nuclear security being in the hands of any foreign nation, particularly Israel which, even today, officially denies that it is engaged in the production of nuclear arms.

After a 17-month investigation concerning the conditions in the Cook County Jail, U.S. Attorney Patrick Fitzgerald issued a scathing report calling for change and reforms.
The 98-page report on the nation's largest county jail was released July 17 and sent to County Board President Todd Stroger and Sheriff Thomas Dart with its findings and recommendations. It cited many cases of gross "medical negligence, mismanagement and abusive behavior by guards," which led to "unnecessary deaths, amputation and routine inmate beatings."
The outside world would be shocked to hear stories such as that of an inmate left untreated for a gunshot wound, who developed sepsis and died; a female inmate who suffered from HIV and died after a preventable infection went untreated; and an inmate beaten so bad by guards that his dentures were kicked out and he was sent to the hospital on a respirator.
The report pointed out that there is just one dentist for the entire 9,800-inmate population--and he only deals in extractions, with 25 percent of those resulting in infection.

Labour leadership hopeful David Miliband today appears to taunt a weakened Gordon Brown by suggesting they are now joint leaders of the Government.
In an article for The Mail on Sunday on the mounting international crisis involving Russia and Georgia, Foreign Secretary Mr Miliband says he and the Prime Minister are jointly deciding Britain’s response - including the decision to condemn the scale of Moscow’s invasion of its tiny neighbour.
‘The immediate instinct of the Prime Minister and I was clear: to speak out against aggression, to call for respect for human rights and international law and to rally international opinion behind these principles,’ says Mr Miliband in one of several references pointedly mentioning himself and Mr Brown in the same breath.

Creekstone Farms Premium Beef LLC, a small Arkansas packer, filed suit on March 23, 2006, to gain access to mad-cow test kits. It said it wanted to test every animal at its plant to assure foreign buyers that the meat was safe to eat.
Three U.S. cases of mad cow disease, a fatal neurological infection, have been reported, the last in March 2006. People can contract a human version of the disease by eating infected meats. Most nations banned U.S. beef after the first case, in December 2003, but trade has been restored for the most part.

The Skies Darken Over England
Is it just me, or is this uncharacteristically dark and gloomy summer feeling like a rather apt metaphor for the dismal state of our nation? Just this past week alone, we have been subjected to a constant stream of ever more ominous and depressing news than I can recall in several years of life in this increasingly desperate Island.
For example, yesterday, we were treated to this happy picture by Chief European Economist Jonathan Loynes at Capital Economics:

Now it's the Citizen Snoopers: Councils Recruit Unpaid Volunteers to Spy on Their Neighbours

Councils are recruiting 'citizen snoopers' to report litter louts, dog foulers and even people who fail to sort out their rubbish properly.
The 'environment volunteers' will also be responsible for encouraging neighbours to cut down on waste.
The move comes as local authorities dish out £100 fines to householders who leave out too much rubbish or fail to follow recycling rules.
It will fuel fears that Britain is lurching towards a Big Brother society, following the revelation this week that the Home Office is extending some police powers to council staff and private security guards.
Critics said the latest scheme could easily be abused and encourage a culture of bin spies and curtain twitchers.
Matthew Elliott, of the Taxpayers' Alliance, said: 'Snooping on your neighbours to report recycling infringements sounds like something straight out of the East German Stasi's copybook.
'With council tax so high, the last thing people want to pay for is an army of busybodies peering through their net curtains at their neighbours as they put out their rubbish.'
Recruitment adverts appealing for the unpaid environmental volunteers have appeared across the country in recent months.
In Hampshire, Eastleigh council wants locals to 'monitor local environmental quality' and report 'issues' involving recycling and waste. In East London, Tower Hamlets is recruiting volunteers for a crackdown on reluctant recyclers. Other councils are expected to launch similar schemes.

Automatic number plate recognition cameras are being installed at Manchester Airport.
Five of the cameras, which can read more than 500,000 registration plates each day, will be placed around the complex.

Householders face £70 fines for putting wrong waste in green bins

The fines, which are more severe than those imposed on many shoplifters, drug users and dangerous drivers, were criticised by campaigners who said they would criminalise ordinary people and be used as an excuse to raise more money from families on the bread line.
Exeter City Council has become the first local authority to start fining, but others are expected to follow suit.
Anyone putting inappropriate waste into a green bin will be sent a fixed-penalty notice to compensate the council for cleaning it. Those who refuse to pay will be taken to court and prosecuted for non-payment.

The short-term lockups could hold prisoners for up to four hours where they would be finger-printed, photographed and have a DNA sample taken.
They would allow beat bobbies to remove offenders from circulation without spending too long off the street themselves.
Offenders held in the cells could then either be released with a fine, or referred for further action or charging.
The so-called "supermarket cells" have already been piloted in Selfridges on Oxford Street.
The plans are outlined in the a review of the Police and Criminal Evidence Act as part of the first major shakeup of law-enforcement powers in more than 20 years.
The reform aims to cut red tape for frontline officers, improve efficiency and protect the rights of the public and were set out by Home Office Minister Tony McNulty.
They also include measures that could see police able to question children without their parents or other relatives being present.
The proposal still provides for relatives to attend interviews, but removes the need for that interview to be stalled until they arrive, settling instead for interim presence of an "appropriate adult" such as a social worker or community volunteer.

Halliburton Sued for Human Trafficking

Thirteen Nepali men were recruited and held against their will for thirteen months in a human trafficking scheme engineered and perpetrated by Halliburton and its Jordanian contractor, according to a lawsuit filed yesterday in California federal court.The Nepali men, each between the ages of 18 and 27, were allegedly hired as kitchen staff by the then-Halliburton subsidiary KBR and its Jordanian subcontractor, Daoud & Partners. Once they arrived in Jordan, however, their passports were seized and they were dispatched to Iraq.

"They then give this stick to a 17-year old temp who puts it in his pocket so it will fall out the moment he sits down on the bus.
"Or, like NatWest, they put it all on a laptop and then just give it to some random bloke for 35 quid."
Martin Bishop, an economist at the Institute for Studies, said: "Captain Mainwaring never lost anyone's account details, and he had to deal with Nazis and the bloody air raid warden."
He added: "Writing everything down would also create thousands of new jobs.
"Britain would once again become an EM Forster novel where everyone who was not a woman or a homosexual aristocrat was a clerk. Possibly on the railways."
NatWest customer Nikki Hollis said she was unconcerned by the latest data loss scandal as thanks to the credit crunch, inflation and the bank's overdraft fees she had 'fuck all money anyway'.

HSBC to stop paying interest on current accounts in bid to save £7million a year

Britain's biggest bank is to stop paying interest on current accounts in a bid to save millions of pounds a year.
Six million HSBC customers have been told that they will no longer receive interest on their current accounts from December.
It will save the bank around £7million a year, and follows a similar move from subsidiary First Direct and rival Barclays.
Industry experts predict other high street banks will follow as profits are squeezed through the credit crunch.
The current account market has become a fierce battleground for banks.
They threatened the end of free banking after being forced to pay out millions of pounds to customers who reclaimed charges imposed for accidentally slipping overdrawn.

NUCLEAR SUBMARINE FOUND ON TRAIN

THE government faced fresh embarrassment last night after a Vanguard class nuclear submarine was found on board a commuter train.

"The moment we arrived at Kings Cross I dragged it onto the tube and headed straight for Shepherd's Bush."
After confirming it was a genuine submarine the BBC immediately contacted the Press Association who in turn passed it on to the editor of The Spectator.

The European Union's Enlargement Commissioner Olli Rehn says the bloc should clearly show its support for Ukraine's future membership.

Russia: NATO interference means war

Russia's ambassador to NATO has warned that any military interference in the Caucasus conflict will be considered as declaration of war. In an interview with the Russian newspaper Vremya Novostei, Dmitry Rogozin, warned that any NATO attack on the Moscow-backed regions would "mean a declaration of war on Russia."

Security Guards Could Become The New Bobbies On The Beat

Private security staff, council wardens and football stewards may be given the power to issue on-the-spot fines for public disorder.
A Home Office plan, which chief constables are considering, comes after an admission that in some parts of the country people see police enforcement as excessive.
The proposal suggests that community safety officials such as council wardens, private security guards and vehicle inspectors should operate as part of a three-tier policing structure, sharing responsibility with the police and police community support officers (PCSOs). However, the moves will be resisted by the Police Federation, which already believes the rise in the number of PCSOs is an attempt by the Government to get policing on the cheap.
Chief constables in England and Wales are already allowed to set up community accreditation schemes under which organisations helping to promote neighbourhood safety are given limited powers for such things as confiscating alcohol from under-18s and issuing fixed penalty notices for littering. The Home Office guide said: “It is particularly beneficial to use accredited persons to target those problems that are deemed unsuitable for the police because police enforcement might be seen to be excessive.”
As if we don't have too much petty officialdom from the councils already.

Policeman jailed for punching 12-year-old boy in the face

A policeman has been jailed for 12 weeks for punching a boy in the face.
Pc Daniel Gaffney, 30, hit the 12-year-old boy so hard that a custody sergeant thought the youth's nose was broken judging by the amount of blood in the cell.
Gaffney, who had worked for Greater Manchester Police for nearly seven years, was sentenced today by deputy district judge Timothy Gascoigne at Halton Magistrates' Court in Cheshire.
The court heard that Gaffney 'had a sudden and momentary loss of temper' after the boy - who claimed to have a gun in his pants - 'tried his patience'.
But the district judge said: 'The victim was a vulnerable boy, clearly by the fact that he had difficulty in reading and writing and was in a children's home and had been in difficulties before.

Couple Who Phoned Police After Burglary were Sent Text Message Asking THEM to Investigate The Crime
A couple who dialled 999 to report a burglary were stunned when police replied an hour later with a text message asking them to investigate the raid.
Lloyd and Suzanne Bishop phoned the police at 5am after spotting a burglar smash a padlock at a neighbouring shed and escape over a fence.
But instead of dispatching officers to investigate, police sent a text at 6am asking them to establish what had been stolen.
It read: 'Lloyd. Following on from your call earlier on to the police, please can you contact us if you are able to establish what has been stolen and where from?
'At this time we're struggling to get the police to attend general calls for service, many thanks.'

Black Helicopters over Portland Oregon for Department of Defense Terror Drills
Don't worry - Portland is not under attack. Low flying military helicopters buzzing downtown Portland looked like a scene out of a movie. Monday night’s drama was all part of a military exercise. Newschannel Eight has learned, the Army and Navy are conducting Urban Military Training in Portland and Salem from August 17-30.The training will include “low visibility movement, military operations in urban terrain, manual and low weight explosive breaching, fast-rope insertion, live fire” and other exercises according to a memo from Portland Mayor Tom Potter to the Navy’s Special Warfare Development Group.A spokesperson in Mayor Potter’s office says, the military asked permission to conduct the training last November. The Portland Police Bureau’s specially trained SERT unit is involved in the training.Monday’s exercise involved helicopters hopping from one downtown skyscraper to another. Many residents and downtown workers were concerned by the low flying helicopters. The Department of Defense provided no advance warning of the exercise.

And, unless Obama shoots both of his own feet (or…?) before the general presidential election in November, he is most likely to be the next president of the United States.
You would think that Americans would want to know who the “special interests” are that are embodied by this Trilateral Commission, and what they intend to do or not do with America.

It will propose that this information will be gathered, stored, and "made accessible" to the security and law enforcement agencies, local councils, and "other public bodies".
This fact should be in equal parts incredible and nauseating. It is certainly enraging and despicable. Not even George Orwell in his most febrile moments could have envisaged a world in which every citizen could be so thoroughly monitored every moment of the day, spied upon, eavesdropped, watched, tracked, followed by CCTV cameras, recorded and scrutinised. Our words and web searches, our messages and intimacies, are to be stored and made available to the police, the spooks, the local council – the local council! – and "other public bodies".
This Orwellian nightmare, additionally, is proposed for a world in which leading soi-disant liberal democracies run, and/or permit rendition flights to, Guantanamo Bay. How many steps separate an innocent British citizen from some misinterpretation or interference or error in the collected and 'made accessible' data of text messages and emails, and a forthcoming home-grown version of Guantanamo Bay for people whose pattern of phone calls does not fit the police definition of acceptable?

Compulsory Sex Education For Children Under Five Proposed

'A cross-party group of MPs is calling on the Government to make advice on sexual health and relationships mandatory in all schools.
The appeal, made in a letter to The Daily Telegraph, comes as ministers draw up plans to extend the scope of sex education provided in schools.
Despite repeated campaigns and promises from ministers, Britain's teenage pregnancy rates remain among the highest in the developed world.
Figures also suggest that sexually transmitted diseases are becoming more prevalent among children.
The MPs, led by Chris Bryant, a parliamentary aide to Harriet Harman, the Labour deputy leader, say the answer is to give children more information about sex, contraception and relationships.
Under existing rules, all children must be taught the basic biological facts of human reproduction, which are sometimes taught in science classes. There is no obligation for children to receive dedicated teaching about the social and emotional aspects of sexual behaviour. '

ContactPoint, due to be launched this autumn, will hold information on all under-18s in England and was set up to allow social workers, schools, GPs and other professionals to share information if they suspect a child is in danger. It will not include case information on children but will record whether they have contact with a Youth Offending Team or services such as drug rehabilitation.
The Government confirmed last night that police would be able to apply for access to the system, an admission which comes as concern grows over the increasing “criminalisation” of young people through the use of ASBOs and surveillance. Civil rights activists have also protested at police powers to retain the DNA profiles of almost 40,000 children.
Police will be able to request archived data for a number of reasons, such as “the prevention or detection of crime” and “the prosecution of offenders”.

Mother, 61, killed 'by police car fetching a takeaway for officers'
An investigation has been launched into how a police car hit and killed a mother - amid claims that it was fetching a takeaway with its siren and blue lights on.
The 61-year-old is reported to have been walking with her husband and son when she was struck by the marked police car.
Ambulance crews and an emergency helicopter were scrambled but the woman, named locally as Sandy Simpson, was pronounced dead at the scene.
A source is reported to have said the car was not on an emergency call, and was being driven by a young and newly qualified police driver.
'He had his sirens and blue lights on but there was never any 999 call - he had gone out to get a takeaway for his mates,' the source said, according to The Sun
