This is what most Americans do not understand, BP functions as a sovereign government, it translate to mean that big oil answers to no one, but to their invisible Dynastic family bosses. The United States Congress and President Obama are deceptively giving the American people the impression that BP is answerable to the laws, rules, regulations and enactments of the United States Government (this is the furthest thing from the truth).
