Ministers should be ready to draw a clear "dividing line" between groups which they will and will not talk to, excluding those whose views and practices sit outside the "core values" of mainstream Britain, she will say.
Her comments, in a speech at the London School of Economics which was billed by aides as "outspoken", are likely to be seen as a signal to Muslim groups that they will not be dealt with as representatives of their communities unless they curb extreme rhetoric.
In 2006, Ms Blears' predecessor as Communities Secretary Ruth Kelly scaled back official contacts with the Muslim Council of Britain over its boycott - since dropped - of Holocaust Memorial Day.
