US Army Base Gunman 'Conscious'

A US Army major suspected of shooting dead 13 people at a military base has regained consciousness and is able to talk, officials have told the BBC.

Major Nidal Malik Hasan, a 39-year-old army psychiatrist, injured another 29 people at the Fort Hood base in Texas.

He was shot by police and had been in a coma in hospital following the attack.

He will be charged in a military court, officials said. His motives are unknown, but reports said he was unhappy about going to Afghanistan.'

Everyone should be given an annual carbon ration and face financial penalties if they exceed it, under a proposal by the Environment Agency.

Lord Smith of Finsbury, the agency’s chairman, will say today that rationing is the fairest and most effective way of meeting Britain’s legally binding targets for cutting greenhouse gas emissions.

People would be given a “carbon account” and a unique number that they would have to submit when making purchases of carbon-intensive items such as petrol, electricity or airline tickets. As with a bank account, people would receive statements showing the carbon weight of each purchase and how much of their ration remained.

If they used up their ration within a year, they would have to buy extra credits from those who had not used their full allowance.'

Jordanian Professor: Israel Will Go to War Over Water

Israel will go to war against Lebanon and Egypt to solve its water crisis, a Jordanian political science professor has charged. Dr. Ghazi Al-Rababah told the Jordanian Al-Arab Alyawm newspaper that the first war would be in Shebaa farms area, a small part of which Lebanon and Syria have been trying to force Israel to surrender.
